Hurdles Faced By Oroville Dam Since 1960 to till Today

Potentially catastrophic problems with both the primary and emergency spillways at the Oroville Dam appear to have been caused by flaws that either had shown up in inspections or were flagged to state and federal officials going back more than a decade, an expert in infrastructure failures said Monday.

The cratering of the main spillway — which spiraled into the current crisis in Butte County — occurred in a spot where cracks and other defects had been found repeatedly since 2009, said Robert Bea, a professor emeritus and engineering expert at UC Berkeley.

But the defects do not appear to have been adequately repaired or resolved by the state Department of Water Resources, which runs the dam, and the faulty work probably resulted in the fissure that opened up last week on the 1,730-foot-long spillway, Bea said.

“My God, we had evidence that there was trouble going back to 2008, 2009,” said Bea, who at The Chronicle’s request reviewed 14 dam inspections from 2008 to 2016 conducted by the Division of Safety of Dams, which is part of the Department of Water Resources.”

The state Department of Water Resources has, as promised, halted flows down the damaged main spillway at Oroville Dam. Even if you’ve been following the progress of this incident since it began Feb. 7, and even if you understood the damage to the spillway was catastrophic, the first images of the structure are sobering.

DWR stopped the release of water down the spillway early Monday afternoon with two main goals in mind.

First, it wants contractors to begin the task of removing a staggering amount of rubble, rock and sediment that have wound up at the bottom of the river channel below the spillway. Clearing the debris, in turn, will allow dam managers to resume operations at the hydroelectric power plant at the base of the dam, a facility that was shut down as water rose behind the blockage in the channel.

Oroville Dam operators plan to halt water releases from the dam’s battered spillway Monday in order to ramp up efforts to remove a debris pile that’s preventing them from restarting a hydroelectric plant.

It will mark the first time since Feb. 7, when a giant crater opened in the concrete spillway, that no water has been released from Lake Oroville.


The state Department of Water Resources announced Sunday that with water levels at Lake Oroville reduced to 842 feet, and inflows at a modest 25,000 cubic feet per second, dam operators are confident that shutting off the outflows from the spillway makes sense.

The spillway has been releasing water the past few days at 50,000 cfs. DWR said it will begin dialing back the flows at 6:45 a.m. Monday, bringing the releases to a halt by sometime in the afternoon. DWR said it plans to keep the outflows at zero “for several days.”

Dam operators have been moving in equipment to a water channel beneath the spillway in order to remove the pile of mud, concrete and other debris that’s accumulated since the crater developed Feb. 7. The pile is backing water up into the dam’s hydro plant, making it impossible to restart.

When operational, the hydro plant can release water at 14,000 cfs, “which will allow DWR to better manage reservoir levels through the remaining spring runoff season,” the agency said.

Dam operators shut off the spillway for about a day after the crater was spotted. They resumed outflows, but as a giant storm swelled lake levels, water flowed over the emergency spillway on Feb. 11 for the first time in the reservoir’s 48-year history. A day later, after severe erosion was spotted on the unlined hillside and dam operators feared the emergency spillway would fail, 188,000 downstream residents were evacuated.

By accelerating flows from the damaged main spillway, DWR was able to reduce lake levels, halt the flows over the emergency spillway and arrest the erosion. Since then the lake has fallen to 842 feet – 59 feet below the top of the emergency spillway.

Three storm systems will hit Northern California during the next six days, according to the National Weather Service. Water has begun to slowly flow over the Oroville Dam emergency spillway Saturday morning as Lake Oroville has reached full capacity and water outflows by way of the damaged spillway have decreased.

Although inflows decreased Friday and into Saturday morning to 89,000 cubic feet per second, water officials have also decreased outflows to 55,100 cfs, according to KCRA chief meteorologist Mark Finan.

This is the first time the uncontrolled emergency spillway has been used in the dam’s 48-year history.

Water officials went back and forth since discovering the erosion hole Tuesday morning on the normal spillway as to whether the lake would reach levels that would allow the emergency spillway to be used.

At noon Friday, California Department of Water Resources officials believed it was less likely that the emergency spillway would be used, based on the amount of water that was being let out in comparison to how much was coming in. But by Friday night, they anticipated it would again need to be used as officials cut back the outflows through the damaged spillway.

Crews began working Wednesday to clear out trees and vegetation below the uncontrolled spillway to reduce the amount of debris that flows into the Feather River.

There are no flood concerns or concerns for the structural integrity of the Oroville Dam.

The total flow of water from the reservoir is expected to be half of what the river can handle and is consistent with releases made at this time of year, the DWR said.

“While DWR does not expect flows to exceed downstream channel carrying capacity,
the rate of flow into the ungated emergency spillway may change quickly,” the department said in a released statement Saturday morning.”

“..The threat of major flooding in Oroville has subsided, but Northern California’s energetic rains are filling other lakes and reservoirs to capacity.

In Napa County, Lake Berryessa is full but poses no threat of the kind in Oroville last weekend. There, fears of a catastrophic flood from the potential failure of the Oroville Dam spillways sent nearly 200,000 people fleeing.

By contrast, the man-made Lake Berryessa has an unusual overflow mechanism that sends water down a center tube, like a bathtub drain, rather than up and out. That drain hasn’t been called into duty since 2006 — until now, water officials say.

In Stanislaus County, where the Don Pedro Reservoir is forecast to reach capacity by Tuesday, authorities are warning residents along the Tuolumne River 45 miles away in Modesto to consider evacuating voluntarily until the flood danger is past.

“We have a team of deputies going out warning people about localized flooding,” said Lt. Mike Parker of the county Sheriff’s Department, adding that up to 200 people are most at risk.

Officials say they would send water through Don Pedro’s overflow spillway if the lake level hits 830 feet, a height it’s expected to reach in the next several days. ..”

Reflection: Thankful for God’s protection while driving

I decided to take some time to reflect on some past “close” car accidents after a recent one this past weekend. I just thought of others as I reflected on writing about this. I just want to encourage you to always pray for God’s protection (e.g. “armor of God“) daily-not just driving, but every time you start your day…

This past Monday (February 15th 2016) after visiting a friend in Wadena, I was driving back home and almost got hit while going down main street in a town called Parkers Prairie. I can still remember a vivid scene of this almost close accident. I was driving through town and this guy in a pick-up truck just ran through a stop sign and somehow didn’t see me. I could even see his face as he just stopped almost hitting me head-on (driver’s side-me). I swerved to my right to avoid him hitting me, but thankful that he stopped. Fortunately, the weather was very nice and road conditions weren’t icy.

After reflecting on this, I started to remember a near head-on-collision close to my hometown of St. Paul sometime in the summer of 2015 with my mom in the car. I was going north on Ruth St. over I-94 when a car was in my lane going head-on. Thank God, that particular drive swerved back to his own lane.

Deer Encounters:

I have had two encounters with hitting a deer , but never had any damages:

My first deer encounter was when I was coming back to Morris after visiting a friend in Wheaton, Minnesota many years go (2006?). I was driving 55mph (speed limit) at night and just clipped deer as I lightly touched my brakes as I saw it “last minute” jumping out of the ditch.

My second deer encounter was coming back to Morris on 59 (state highway) last year with almost similar “touch and go”.

Car Stalled

I had a loose battery in my car and finally got it fixed after getting stalled in the middle of I-94 (going back to Morris from St. Paul) in a hot summer of August of 2015. Fortunately, I was able to start my car after a quick adjustment of the positive wire. Luckily, it started right away during a 10mph bumper to bumper 2 lane only slow traffic. It was kind of embarrassing, but would laugh and grateful to God getting me of this situation safely.

Car Accident(s)

I’ve had to at least share one (“only”) car accidents…so far (God willingly..no more). My freshmen year in college, I was driving back to Morris during a winter storm with some friends. This was a time that we didn’t have any social networks of alerting us “no” school. I was driving back to UMM with some college friends. Interstate I-94 was pretty slipper and this semi truck was nearing my bumper going fast. Being a “rookie” driver (1st year driving), I was scared, so I pushed the accelerator to avoid this near semi-truck getting close and suddenly the car ahead of me pushed their brakes. To avoid a head on-collision of this vehicle’s bumper. I swerved to the right immediately avoiding this car’s back. However, I didn’t want to go to the ditch, so I swerved to the left back to traffic. Unfortunately, I hit this car’s side door and caused a dent (my car insurance went up after this 😦 ). I was thankful that the accident didn’t get as worse that it could’ve been (e.g. no one got hurt-“things can be replaced, but lives can’t”). After this accident, I’ve learned to not get stressed out when a big semi-truck driver is behind me or I just try to avoid getting close to them if possible. Sometimes, you can’t avoid certain situations, so I usually just trust in God with prayer as I listen to praise music on the radio during “challenging driving circumstances”.

A powerful earthquake shook Nepal killing more than 2152 people, flattening sections of the city’s historic center, and trapping dozens of sightseers in a 200-foot watchtower that came crashing down into a pile of bricks.

As officials in Nepal faced the devastation on Sunday morning, they said that most of the 2152 deaths occurred in Katmandu and the surrounding valley, and that more than 4,700 people had been injured. But the quake touched a vast expanse of the subcontinent. It set off avalanches around Mount Everest, where at least 17 climbers died. At least 34 deaths occurred in northern India. Buildings swayed in Tibet and Bangladesh.

The earthquake, with a magnitude of 7.8, struck shortly before noon, and residents of Katmandu ran into the streets and other open spaces as buildings fell, throwing up clouds of dust. Wide cracks opened on paved streets and in the walls of city buildings. Motorcycles tipped over and slid off the edge of a highway.

Four of the area’s seven Unesco World Heritage sites were severely damaged in the earthquake: Bhaktapur Durbar Square, a temple complex built in the shape of a conch shell; Patan Durbar Square, which dates to the third century; Basantapur Durbar Square, which was the residence of Nepal’s royal family until the 19th century; and the Boudhanath Stupa, one of the oldest Buddhist monuments in the Himalayas.

Only a few bright moments occurred in Kathmandu.

A clip on Nepal State Television showed uniformed soldiers frantically digging through rubble in a tight space and slowly extracting a man in a while shirt and a green belt. They slid the man onto a stretcher and carried him down a ladder to the street below where onlookers cheered.

Many other rescues were performed by regular citizens or tourists — people dressed in street clothes who lacked stretchers and other proper tools. In one scene, four men carried an injured man in their arms while a fifth man ran beside the group, fanning the man’s face with a magazine.

Formanek said people are banding together in other ways, with stores shuttered and very few sources of food and drinkable water.

“Communal kitchens have been set up for cooking. Not by the government — people set them up on their own,” she said….

“On the morning of April 25 a 7.8 magnitude earthquake shook Nepal and the surrounding areas. Over 1,300 people have died in the past 12+ hours and that number will only rise in the next few days. As brothers and sisters we need to respond to our fellow man and woman in that region. There is no wrong way to respond, the only wrong thing is not to respond. Here are a few ways you can respond to this need currently.

Pray– Pray for peace and healing. Pray that the aftershocks will be few and of low magnitude. Pray for the workers who are going in there to help with the recovery efforts. Pray and ask if Jesus wants you to give or go.
Give– There are many ways to give to this need. There are also many organizations who are providing ways to give. Here are a few from an article in Mashable:

YOU offended me!

“YOU offended me! Have you ever been offended? We all have, but how can we counterattack that? We don’t, we give it to God. Yeah right, it isn’t that easy! Before I became a Christian my 1st year college, I was easily offended. This was due to my past from being “hurt” so many times in various ways (e.g. bullying). I can’t pin point exactly when I started getting offended, but I just remember when I was growing-up-I grew very insecure (see self-image) because of the people around me were very “critical” of my outward appearance. I look back now and I can’t blame them because of our “negative” media that keeps giving them the “wrong” message, which is another blog (see Good News Sociology).

Getting back to when I was growing-up, a “close one” would always criticize me in almost everything I did. I seem to not be able to do anything “right” in her eyes. I tried to do well in school, but I just wasn’t “smart-enough”. I was very “slow” in things I did. I look back and have to attribute part of this with my family’s psychological history (another story in itself) and health nutrition as I realize I ate a lot of “junk-food” (somewhat due to my economic background and poor “eating” choices I was very ignorant at the time). This particular individual was just “negative” most of the time with me, so I was always “fearful” every time I encountered her. I grew to be always trying to “please” her by “trying” my hardest to do better (e.g. academically), which I never could achieve. Now, I know the only One I should try to “please” is my Heavenly Father, which is much easier through prayer.

Another “social issue” I was easily offended growing-up was racism. Yes, I grew-up in the “diverse” city of St. Paul, but it was a different type of racism compared to living up here in rural Morris, Minnesota. I somehow couldn’t “fit-in” with any particular group of friends. I already wrote about the specifics in another site. For the sake of jumping to another link, which you probably have already above. In short, I would get “teased” by every racial group I hung out with growing-up. A so-called “friend” (Caucasian-American) made a remarked that I “look like the enemy” during Dessert Storm (war in Iraq sometime in the early 90’s. Even though it was a joke, this put a scar in my mind growing-up (would be reminded of this on 9-11. It might seem “little”, but with the many other “racism” experiences (too many to mention here) I’ve gone through, it was just another added to many different scars (e.g. almost hit with a foot long wine bottle while playing tennis by a couple of “white guys-almost skinheads”, Neo-Nazi group visited my workplace-Taco Bell, called “gook” while delivering newspapers, etc..) added to me.

To be fair, it wasn’t just a “white on Chink/Gook/”Dessert Nigga”/Mexican/etc.., I was teased by my own “racial” group (Asian) in high school. I joined the Asian Club because I needed a place of “belonging”. Well, one of my peers teased me by saying I “don’t look Asian” because of my big eyes. Then I started to want to hangout within my own “ethnic-group” (Filipino over the years later, but somehow I couldn’t “fit-in” because I didn’t know the language (Tagalog). My parents didn’t teach my siblings and I their native language because they thought we would have trouble assimilating in the American culture. I personally think it’s important to learn the native language of the parents to have some sense of cultural identity and it’s good for brain development, which is why I currently love teaching English as a second language.

Well, I can keep sharing many “little” to “big” things I’ve been offended, but that would take a book! I just wanted to give some examples above so “you” readers can somehow relate. Now, let’s make a list of the things how I’ve offended others. This would probably take a second volume! We sometimes forget that we’ve also probably “offended” others too as we focus on ourselves (looking for people to feel sorry for ourselves). If you know me good and have been offended (more likely if you’ve known me longer) by me, please forgive me too :(. We sometimes don’t realize that we all have offended one another, which is why it’s important to dialogue and share with each other honestly and openly. For example, a good “friend” that I worked with at the local college (summer program) was offended by me when I jokingly told her she was “lazy” (after eating lunch together and she didn’t bring-up her tray to the dish room at Food Service in campus). I told her “sorry” after she openly-honestly told me her reason for this offense (she grew up being called “lazy” by her family, so she would work harder). PLEASE contact me (e.g. phone, email, in person is better!) if I offended you because sometimes I didn’t know! Let’s be real with one another and stop being “Minnesota Nice” and “sugar coat” the things we say to one another. We can’t expect to know all of each others’ past, but we can be “more sensitive” (this is where the Holy Spirit comes in) and “compassionate” (this will increase as one grows in their personal relationship with their Heavenly Father) to one another. We are (most of us) mature adults and we need to act like it! This is probably why married couples or couples/friends in general fight with each other because of a misunderstanding or miscommunication. Don’t give Satan a foothold!..

Take care of it right away (see Ephesians 4:26) or the walls (as mentioned in the teaching above and the sermon message at my local church this morning too) will be built too high to take down.

How can we overcome offense? I’ve learned (still learning) to do this more as I’ve grown in my personal relationship with God. For example, I got offended by certain individuals in various places (e.g. home, work, church, etc..), so the way I “combat” it is through prayer. The more I pray for certain individuals, my compassion for them increases. I know there are some other circumstances with people (e.g. enemies-people who have taken advantage on you) that requires more than prayer, which might require some “wisdom” (e.g. spiritual gifts) from other people (e.g. mentor, pastor, etc..).

We can’t “judge” or “stereotype” (e.g. NOT all Somolians are “evil” as the movie “Black Hawk Down” might stereotype these people group) any group because of the actions of a “few” of a group of people (e.g. race, nationality, political party, religion, institution, etc….). This would be another blog topic on how media can carelessly give or promote the “wrong” negative message about a particular group of people.

We ask for your love and healing touch from the various offenses (e.g. physical, emotional, spiritual abuse, etc..) we’ve experienced in the past. We too have probably offended someone too and we ask You to forgive us. Give us wisdom and strength on how to ask these individual(s) for forgiveness. We ask You to continue “molding” us to be the “man”/”woman” you want us to be. In the meantime, show us how we can be your light to others that are hurting around us too. Do you ever encounter “homeless” people begging you for money whenever you walk the streets of a city or even driving around a neighborhood? What do you do? Do we walk pass them to ignore them? What would Jesus do?

I admit, I have many times ignored these individuals because I was in a hurry or just had bad “judgment” on them. Well, last weekend I decided to “do something” . I was walking from

…to the Minneapolis Convention Center on a Sunday morning (July 13th 2014). I was there for the All-Star festivities (e.g. Fan Fest). As I was walking towards Nicollet Avenue, a guy came by walking besides me asking for money. I then told him I rather not give him money, but instead of food. He declined and asked for money to buy some food instead. Well, he was very persistent, which I kept being persistent. I then “tried” to quote a Bible verse “Silver or gold I don’t have, but I have Jesus” (paraphrased this because I forgot the exact order..lol).

Anyways, he just continued to walk with me to Nicollet Avenue as he shared his name (Isaac). I then smiled and replied, “that’s a name in the Bible”. He then said, “I know, I’m already born-again and saved” (I questioned myself in thought, “what is he doing here then?”). Anyways, I know we all go through some “wildernesses”, so I wanted to help this guy out to build his faith too. I asked him about his background, which he told me he already has a job. However, it’s only with a temp agency. I’ve had jobs with temp agencies before, so I somewhat can relate. I asked him what he’s good at , but he was persistent about the money thing again. Along the walk, I noticed a street preacher (lady) reading Bible verses, which is the same corner where I’ve seen others before. I thought to my self that this is so ironic! I then told him to come to Morris where there are many jobs available. He said, he might do this in the future. I then asked about his family, which he told me he has siblings in Indiana. I asked what made him move here from there. He replied, the “jobs opportunities”.

We then sat down in a bench where there were other “homeless” people around the area getting ready for the “big day” to beg for money. I told him I would love to pray for him about his current circumstances, which he obliged. I was chatting too much as I was holding his hand about to pray that he told me, “I thought we were going to pray together”. I stopped talking and started praying for him with a smile. He then persistently ask for money again, so I told him “no” and took him to the Walgreens around the corner. I told him he can get whatever he “needs”, so he shopped around and picked a deli sandwich and a snack (?). I even told him to get a drink as it’s supposed to get warm later on. He picked a drink and kindly double checked if he can get one. We then went to the counter and I bought his items As we left the store, I gave him more encouraging words (forgot what I said) as he joined his peers by the bench we were sitting before to pray.

I then continued my way to the Minneapolis Convention Center for Fan Fest 2014!

Getting out of self-focus

I have been pondering about this topic lately on “getting rid of self-focus” (e.g. self-pity). When we tend to focus on ourselves (e.g. pondering about our past: mistakes, hurts, etc..), we forget about whose (e.g. God, family, friends, etc..) around us. Do you ever get this? Do you feel this can be a distraction (e.g. staring down or hitting more obstacles that can be avoided in life) to “moving-on” or “moving ahead” in (a fulfilling) life?
