In theory, people were to move from mental hospitals into community mental health care systems, and be reintegrated into towns and neighborhoods where they’d get services and shelter. Several studies have shown the idea can work, and thousands of Americans with mental illness have benefited — but thousands more have failed to get adequate follow-up, treatment and assistance.

The supportive housing model also saves taxpayers money, experts say. Researchers at Berkeley University’s Goldman School of Public Policy examined the consequences of providing supportive housing for 250 people with mental illness. Before moving in, the participants had made frequent use of emergency rooms and hospitals, costing thousands of dollars per person annually. Once the people were placed in supportive housing, the study found a 58 percent decrease in emergency room visits, a corresponding drop in hospital stays, and virtual elimination of their use of residential mental health facilities. …

Approximately one-third of the nation’s homeless have a severe mental illness. Many others with mental illness end up living nomadically, moving among the homes of parents and other family members. Outside the family, group homes are the primary housing option for people with mental illness, but they often face stiff resistance from neighbors: “There are huge NIMBY (not-in-my-backyard) battles about establishing a four-person home for people with depression,” says Allen. ..”

“They really don’t need a house this size for one person,” neighbor Bob Krahn said.

The Fox 9 Investigators discovered it is costing taxpayers almost a million dollars a year.

An 18-year-old man, whose initials are W.O., was placed in the home last summer.

W.O. is a ward of the state, has intellectual and developmental disabilities and a history of difficult behavior.

“Handled the right way it’s a good thing for a neighborhood because we need to see people of all abilities,” Lemoyne Corgard, a neighbor, said.”

And though group homes were meant for people needing 24-hour care, such as patients with severe mental illnesses, many accept just about anyone with an intellectual or developmental disability. Records show that even clients who need just basic assistance with daily activities — like cooking meals or catching the bus — can wind up in group homes that cost up to $80,000 per person per year….

DiNapoli.

“The state’s procurement process is intended to ensure fair competition, guard against favoritism, and protect taxpayers,” DiNapoli said. “By failing to follow the state’s procurement requirements, Finger Lakes DDSO wasted taxpayer dollars and gave an unfair advantage to one vendor. This cannot continue, and our recommendations should be implemented immediately.”

The Finger Lakes DDSO is responsible for coordinating services for approximately 1,500 persons with developmental disabilities living in 150 group homes across eight counties. Employees at each group home routinely purchase food and household items necessary to keep the homes operational.

The DDSO purchased food and household items through a centralized contract with Palmer Distributing until the contract expired in June 2012. Thereafter, the DDSO should have purchased items that met their needs first from preferred sources (which are established in state law), then from other centralized contracts, and, last, through a formal competitive process to ensure a fair procurement…”

At a hearing in Washington, a renewed call for addressing the violence and neglect that plagues group homes for foster youth.
“..”There is tremendous momentum and truly bipartisan support for this right now, so hopefully we’re at a real turning point,” said Rob Geen, director of policy reform and advocacy for the Casey Foundation. “There are far too many children being separated from their families and being placed in what is available instead of what is best for them. Now we have an agreement that there is a problem and a growing consensus on how to fix it.”

According to the report, 40 percent of children living in group homes don’t have a diagnosis that warrants such a placement. The report suggests that children are often sent to the homes because there is nowhere else for them to go…

Grüber, the former foster child who testified at the hearing, said she certainly would have preferred staying with a family member as opposed to living in a group home for two years.

In an interview, she told ProPublica that when she was first removed from her biological parents’ home at age 15, she was placed with her uncle and his three sons in a three-bedroom home. She wanted to stay there. But she said that the Connecticut Department of Children and Families moved her to a homeless shelter and then into a foster home based on a technicality: that there weren’t enough bedrooms for all the children living in her uncle’s home.

“If I had stayed with my uncle, I would’ve had more stability. It would’ve been so much better to feel more involved with my family. My uncle is very involved in the church. He’s really strict, but I think that would’ve been helpful to me. I needed that structure,” Grüber said….

Kari Sisson, executive director for the American Association of Children’s Residential Centers, told ProPublica that Australia closed its residential programs in the 1990s because foster care was cheaper. In time, she said, foster parents got overwhelmed and quit. Many youngsters ended up homeless or in jail. And Australia had to reopen the homes with more intensive therapeutic services in the mid-2000s.

“The conversation is fair, but it’s not informed,” she said. “I worry that they are making decisions that will seriously affect children who need therapeutic residential treatment. I’ve been a foster parent for many years and there are a lot of kids in the system that can’t live in my house, because it’s not safe for us and it’s not safe for the community. They need a lot more intensive care than a foster parent can offer. It’s very challenging.”

DHR Secretary McCabe says that while department auditors should look at group homes’ financial statements, inspectors lack the expertise to ferret out improper spending. “Our licensing unit is not necessarily designed to do that,” he said.

Diane Coughlin, a health department official, also argues that inspectors lack the skills to police inappropriate spending, even if limits were put on salaries, rent and other non-care items.

“We’d never be able to enforce it,” said Coughlin, director of the Developmental Disabilities Administration, a health department unit that has licensed 35 group home companies with 115 facilities.

“But having said that, do we expect people to spend tax dollars wisely? You’re darn tootin’ we do.”

“..Pisanu “Pat” Sukhtipyaroge, 71, of Maplewood, is accused in a criminal complaint of forced labor involving the man, who was 18 years old when he arrived in the United States in 2015 from the Dominican Republic on a student visa, the Star Tribune reported.

Authorities allege that Sukhtipyaroge put the man to work at his restaurant for low pay while deducting the costs of bringing him to the U.S. from the wages in a “debt bondage arrangement.”

The complaint also says Sukhtipyaroge threatened to contact immigration officials to have the man deported if he didn’t engage in sexual activity. The man told authorities that he’s “very fearful” of Sukhtipyaroge, according to the document.

The criminal complaint says the teenager only attended high school for a short time before Sukhtipyaroge said he wasn’t allowed to go to classes. Sukhtipyaroge then kicked the man out of his home, allowing him to live in a storage room below the Royal Orchid restaurant in Columbia Heights, according to the court filing.

The complaint says the man told authorities that Sukhtipyaroge chats with young teenage boys online in pursuit of sexual activity and travels to foreign countries to engage in sex acts with young boys. The filing says law enforcement executed a search warrant at Sukhtipyaroge’s home and found bags containing what appeared to be “boy/teen’s underwear.” Officials also found videos on a computer seized from Sukhtipyaroge showing him performing sex acts with the victim, according to the document.

Court records don’t list an attorney for Sukhtipyaroge who could comment on his behalf. An answering machine message at the restaurant says it’s closed until Aug. 8.

The Asia-Pacific region accounts for the largest number of forced labourers in the world with 11.7 million victims (56 percent of the global total), followed by Africa with 3.7 million (18 percent) and Latin America with 1.8 million victims (nine percent).

According to the Huffington Post, approximately 75 to 80 percent of human trafficking and slavery is for sex. The rest are forced into economic labour exploitation, such as agriculture and construction work. In 2015, 5,544 cases of human trafficking were reported, as stated in a study by the National Human Trafficking Resource Center.

Human trafficking can be separated into sex trafficking and labour trafficking. Though they have different purposes, there are general trends that explain the overall root causes of human trafficking.

In California, many vulnerable women and young girls are held against their will and forced to sell their bodies. The victims are often girls as young as 12 who are sexually exploited for the financial gain of human traffickers. They are afraid for their lives and abused — sexually, physically, and mentally.

Human trafficking is said to be one of the fastest growing criminal enterprises in the world — and it is taking place right here in our own backyard. Three cities in California — San Francisco, Los Angeles, and San Diego — are recognized by the FBI as high intensity child sex trafficking areas. In addition, a recent national study by a victims’ rights group gave California an “F” grade for its weak laws dealing with child sex trafficking.

The CASE Act, a partnership of California Against Slavery and the Safer California Foundation, will protect children in California by: Increasing prison terms for human traffickers. When you inform an officer that you are armed, you need to follow the officer’s instructions exactly. Not reach for your wallet when he is telling you to keep your hands where he can see them. How in the hell is the officer supposed to know what you are reaching for? A white would have gotten shot for the exact same thing I guarantee you.

According to reports the officer asked to see his ID after Castile told him that he was armed and had a permit. If he was reaching for his ID to comply with the officer’s request, that cop is guilty of murder. I’m not saying the cop intentionally murdered him rather that he was jittery and overreacted. Do you really think that he would have reacted to a white guy the same way he did with Castile? Nope. I wouldn’t be surprised if this officer ends it all. He knows he’s in deep sh*t.

Even when blood is drawn from a living source, THC levels cannot be directly tied to impairment, partly because individual responses vary widely and regular users develop tolerance. It is therefore not clear whether Castile was under the influence of marijuana at the time of the shooting or, if so, how intoxicated he might have been.

Castile was disobedient. The question of Castile’s cannabis consumption is relevant only if you accept the defense argument that marijuana impaired his ability to follow Yanez’s instructions, as evidenced by his failure to do as he was told. But the dashcam video of the shooting does not support the claim that Castile was uncooperative. To the contrary, he interacted with Yanez calmly and politely, handed over his insurance card as instructed, and let the officer know he was carrying a concealed firearm (for which he had a permit). According to Reynolds, whose account on this point has always been consistent, Castile was reaching for his wallet so he could retrieve his driver’s license, which Yanez had also requested, when the officer became agitated.

Notably, Yanez never told Castile to stop moving, to keep his hands in plain view, or to put them on the dashboard. Instead he told Castile, “Don’t pull it out,” referring to the handgun. “I’m not pulling it out,” Castile assured Yanez. “He’s not pulling it out,” Reynolds reiterated. This is the point at which Yanez freaked out, screaming, “Don’t pull it out!” He immediately drew his pistol and fired seven rounds at Castile, who managed to say “I wasn’t reaching for it” before he died.

You can argue that Castile should have realized his movements were making Yanez nervous or that he should have proactively put his hands on the dashboard, even though Yanez had not told him to do so. But it is not accurate to say that Castile disobeyed Yanez’s commands. All the evidence suggests that Castile thought he was doing what Yanez wanted by retrieving his driver’s license. It was Yanez who made mistaken assumptions about Castile (viewing him as a robbery suspect based on no real evidence, viewing him as a deadly threat after Castile disclosed that he had a gun), failed to communicate his wishes, failed to take routine precautions (such as instructing Castile to put his hands on the dashboard or stepping back from the car window), and flew into a panic within seconds.

It is true that Castile might still be alive had he acted differently. If he had never mentioned the gun, for example, he in all likelihood would have survived the encounter. But even though Minnesotans with concealed-carry permits are not legally required to tell police about their guns when they are pulled over, cops prefer that they do so to avoid scary surprises, and experts generally recommend disclosure. Castile was doing what he thought he was supposed to do when he said, “Sir, I have to tell you that I do have a firearm on me.” It turned out to be a fatal mistake only because of Yanez’s unprofessional, irrational reaction…”

Oh, and by the way, the media have run with the story that Crutcher was unarmed, but didn’t seem too interested in the PCP that was found in his car and that the Tulsa Police Department officer who shot Crutcher, Betty Shelby, was trained to spot PCP abuse, according to Bearing Arms.

In any of these cases, the legal system should be given time to do its job, but the media have decided to run false narratives that fit their agenda without all the facts and, in some cases, despite the facts.

“MINNEAPOLIS (WCCO) — Over the past week, WCCO has devoted significant coverage to officer-involved shootings — from the death of Jamar Clark a week and half ago to a Columbia Heights man early Tuesday morning.

That had Sherri from Buffalo Lake and Fitz from Excelsior wanting to know: Why don’t police just try to hurt suspects? Good Question.

“They’re not really trained to shoot to kill, they’re trained to stop the threat, which often results in death,” says Dale Burns, a Hennepin Technical College teacher of police training programs for the state of Minnesota.

Burns says officers are trained to shoot at the chest, or center mass of a person’s body, because it is the biggest target and will stop someone if he or she gets hit.

“They could’ve shot him in his arm or leg, tased him, but kill him?” asked Jamie Castilla on Tuesday after her brother was killed by police. “That’s a shot to kill.”

Shooting at a hand or arm is very hard to do, says Burns. Research from the Force Science Institute shows hands and arms can be the fastest moving body parts. Shooting at a person’s legs can also leave their hands free.

“If I could see their hand perfectly and they were holding still and I had lots of time to aim, sure — but it doesn’t work that way. It’s very fluid. It happens extremely fast,” Burns said. “If you miss, you’re probably going to get killed, or shot yourself, or stabbed, or clubbed — whatever the case may be.”

Minnesota law allows officers to use deadly force to protect themselves or someone else from death or great bodily harm. Defense attorney Joe Tamburino says police are legally able to use more force than the average person.

“The reviewing party has to decide from the perspective of a reasonable police officer on the scene if there was a threat,” he says.

In 2012, lawmakers in New York proposed legislation that would require officers to shoot at limbs, but that bill was quickly tabled. Over the past three decades, the Supreme Court has ruled police can use deadly force if they believe there’s a threat of death or serious physical injury.

“They got tasers, other things around them, why are guns the first option?” asked Deondre Lowe of Minneapolis.

Burns says tasers don’t always work, especially in Minnesota where people wear lots of layers of clothes. He also points out a taser takes a relatively long time to reload if it doesn’t work the first time.

“They do use tasers quite a bit, but if you use a taser in a deadly force situation, you’re asking an officers to take on a lot of risk that they shouldn’t be expected to do,” he said.”

“An officer from the Baltimore Police department accidentally recorded himself planting evidence. On Wednesday (July 19), Baltimore’s Fox 45 published footage of the officer hiding drugs at a crime scene without realizing that his body-worn camera caught him in the act.

In the recording, which was captured in January, officer Richard Pinheiro and two other officers, can be seen in an ally on the side of a house. The body camera appears to capture Pinheiro hiding a bag of pills under a heap of trash, while the two other officers stand behind him.

The cops head back to the sidewalk, at which point Pinheiro turns on his body camera. But as VOX notes, body cams can record up to 30 seconds of footage before being manually activated.

“I’m going to check here,” Pinheiro is heard telling the other officers before heading to the back of the house where he pretends to rummage through the trash heap. After a few second, he uncovers the bag and alerts the other officers.

Ever been “followed” at a store?

Ever been “followed” at a store? An “old” college buddy of mine shared his experiences of this “common trend” amongst “ethnic-minorities”, which makes one feel as they are the only ones that face this. I did this blog to show that this happens very often and see if “we” can “do something” about this “problem”. Is it really a problem? Why?

I experience this “everywhere” (cities and rural town I currently live at)! In fact, I probably faced this more in the cities-usually shopping at some “elite” department store at a mall in the suburbs. I don’t “shop” as much as I used to after living in this current “peaceful” rural college community, so I can’t really share any recent stories. The most recent one I can remember was shopping at a mall and I was being “followed”. Since I’ve became a Christian in 1996, I’ve learned how to deal with it “more Christ-like“. I asked the store employee boldly with a strong voice, “How are you doing, sir/mam”? I started chatting with them and they stopped “following” me. Try it? Let me know how this goes?

Yeah, we don’t live in perfect “rosy” world, which I wasn’t always like this. I used to respond, “I don’t need any help!”, after they ask me “Can I help you?”.

Prior to writing this blog, I thought of a related “racist?” experience that happened in the town I currently live at. As an “active” member of this community, I’ll keep the name of the service “anonymous” (I’ve learned how to forgive). When I came here (Morris, MN) as a freshmen, I wasn’t sure where would be a good place to get a hair cut. I went to this “beauty salon” place to get a haircut. Well, I got a “quick” hair cut and the lady never brushed my “cut hair” from my face or neck. It’s like if she wanted me out of there! I never had this happen to me before, which I was shocked and didn’t know how to react. As a young college student still learning this “rural college community” living, I didn’t “boldly” complained. I just left that place mad (kept it in)…

… and said to myself, “I’ll never come here again!”. Unfortunately, a student (Hispanic-American) I teach English too just went through this same experience. As a “community activist”, I feel something needs to be done! I plan to share this with some “key” community leaders and will let you all know what happens. Have you faced or know of any similar experiences? Feel free to share your story!
